国际学生公寓是我校专门为国际学生在校学习期间提供的住宿场所，为维护国际学生正常的生活秩序，保障“文明、整洁、安全、有序”的学习和生活环境，根据《学校招收和培养国际学生管理办法》（教育部、外交部、公安部第42号令）、《中南财经政法大学招收和培养国际学生管理办法》，结合学校实际，特制定以下管理办法：
The International Student Apartment is a specialaccommodation for international students during their study in ouruniversity. In order to maintain the normal living order ofinternational students and ensure a "civilized, clean, safe andorderly" learning and living environment, the followingmanagement measures are hereby formulated in accordance with theAdministrative Measures for Recruiting and Cultivating InternationalStudents in Schools (Decree No.42 of the Ministry of Education, theMinistry of Foreign Affairs and the Ministry of Public Security) andthe Administrative Measures for Recruiting and CultivatingInternational Students in Zhongnan University of Economics and Law,in combination with the actual conditions of the university:
第一条国际学生公寓管理
Article 1. International Student ApartmentManagement
1．持普通护照并在我校注册的国际学生，原则上都安排在国际学生公寓住宿。国际学生经国际教育学院同意，凭本人录取通知书和护照，填写《住宿登记表》，办理登记入住手续。
1. International students who hold ordinary passportsand are registered in our university will, in principle, beaccommodated in international student apartments. Internationalstudents, with the consent of the International Education School,fill in the Registration Form for Accommodation with their admissionnotice and passport and go through the check-in formalities.
2．国际学生房间由国际教育学院会同后勤保障部宿教中心统一安排。
2. Rooms for international students shall be arranged bythe International Education School and the Dormitory and ClassroomCenter of the Logistics Support Department.
3．国际学生应遵守学校的有关住宿管理规定，服从国际教育学院与公寓管理人员的安排，缴纳一定押金后，按指定房间住宿，不得私自换房、转借他人居住或强占房间。因特殊原因要求换房间者，须向国际教育学院提出书面申请，经学院和宿舍管理人员同意后，方可更换。
3. International students shall abide by the relevantaccommodation management regulations of the university, obey thearrangement of the International Education School and apartmentmanagement personnel, pay a certain deposit, and stay in thedesignated room. They are not allowed to change rooms, lend them toothers or occupy rooms without permission. Those who request tochange rooms due to special reasons must submit a written applicationto the International Education School and can only change rooms afterthe approval of the school and dormitory management personnel.
4．中国政府奖学金博士研究生住宿标准为单人间，其他学生住宿标准均为双人间。国际学生因特殊原因要求住单间者，须向国际教育学院提出书面申请，经学院同意后且按相应标准支付住宿费用后，方可住单间。
4. The accommodation standard of the Chinese governmentscholarship doctoral students is single room, while that of otherstudents is double room. International students who request to livein a single room for special reasons must submit a writtenapplication to the International Education School, and can only livein a single room after the approval of the school and payment ofaccommodation fees according to the corresponding standards.
5．国际学生公寓收取住宿费的标准为：单人间：1350元/月/人，双人间750元/月/人。国际学生开学报到时需付清一学期/一年的住宿费，公寓房间内水电费由国际学生自理。
5. The standard of accommodation charge forinternational student apartments is: single room: 1,350yuan/month/person, double room 750 yuan/month/person. Internationalstudents need to pay one semester/one year's accommodation fee whenreporting for school. International students should pay for theutilities in the apartment.
6．国际学生入住公寓之后，不可私自留宿他人。家属留宿，须经国际教育学院同意。无正式婚姻关系，男女生不可合住一间房。
6. When an international student lives in an apartment,he/she is not allowed to lodge with others without permission.Residence for family members is subject to the consent of theInternational Education School. Without formal marriage relationship,male and female students cannot share a room.
7．国际学生需自行保管房间钥匙，若有遗失，应及时向公寓管理员报告登记并交费补配，不得私自调换房间门锁及安装门铃等。不得攀爬公寓门、窗、阳台及楼顶。学生退房时须交还房间钥匙，公寓管理员视房间情况退还押金。
7. International students are required to keep the roomkey by themselves. If they lose it, they should report it to theapartment manager in time and pay for the replacement. They are notallowed to change the room door lock or install the doorbell withoutpermission. They are not allowed to climb doors, windows, balconiesand roofs of the apartment. Students must return the room key whenchecking out, and the apartment manager shall refund the depositaccording to the room conditions.
8．国际学生需爱护公物，正确使用公寓公物，不得人为破坏，不得对物品私自拆卸、改装。房间设施发生故障，学生应联系学校宿舍管理部门进行报修。损坏公物要照价赔偿。恶意损坏公物者将根据情节进行处罚。
8. International students should take good care ofpublic property and use the public property of apartments correctly.They are not allowed to vandalize or disassemble or refit itemswithout permission. If the room facilities fail, the students shouldcontact the dormitory management department of the university forrepair. Damages to public property must be compensated according tothe price. Those who maliciously damage public property will bepunished according to the circumstances.
9．国际学生禁止在宿舍内使用电炉以及其他电加热器具，不准自己随意安装或改造线路。严禁将易燃、易爆、剧毒、放射性等危险物品带入公寓或公寓区。不得在楼内或向窗外燃放烟火、爆竹。遵守防火规定，严防火灾，定期参加消防演练。
9. International students are forbidden to use electricstoves and other electric heaters in their dormitories, and are notallowed to install or modify circuits at will. It is strictlyprohibited to bring inflammable, explosive, toxic, radioactive andother dangerous goods into the apartment or apartment area. Fireworksand firecrackers shall not be set off in the building or out of thewindow. They shall abide by fire prevention regulations, strictlyprevent fires, and regularly participate in fire drills.
10．国际学生禁止在公寓内酗酒，不得利用公寓从事违反中国法律和学校规章制度的活动，如传教、斗殴、聚赌、吸毒、卖淫、宿娼等违法犯罪活动。不得播放淫秽录音、录像及视频等。
10. International students are forbidden to drinkalcohol in apartments and are not allowed to use apartments to engagein activities that violate Chinese laws and rules and regulations ofthe university, such as missionary work, fights, gambling, drugabuse, prostitution and other illegal and criminal activities.Broadcasting obscene audio or video recording is not allowed.
11．国际学生禁止在公寓楼内饲养禽畜及各类宠物。不得在走廊墙壁处随意涂划和张贴，不得在走廊堆放私人物品。应保持公寓安静，不得在公寓内从事影响他人学习和休息的活动，如聚会、跳舞、大声喧哗、高声放音乐等。应保持公寓内外卫生，要定期打扫卫生，并讲究个人卫生，保持整洁舒适的公寓内外环境。
11. International students are forbidden to keeplivestock and pets in apartment buildings. They are not allowed toscribble and post at random on the wall of the corridor, and pile uppersonal belongings in the corridor. They shall keep the apartmentquiet and not engage in activities that affect other people's studyand rest, such as parties, dancing, making loud noise, playing loudmusic, etc. They should keep the inside and outside of the apartmentclean and tidy regularly, pay attention to personal hygiene, and keepthe inside and outside of the apartment clean and comfortable.
12．国际学生应自觉遵守公寓的作息和会客制度，外出者应在23:00前返回公寓。如有特殊原因，须提前与公寓管理员联系。会客时间为：9:00——22:00。来访客人需出示有效证件，登记、填写会客单，留下证件后由被访人领入，离开时取回证件。无证件者一律不得入内。会客时，不得大声喧哗，影响周围人员的学习、生活。客人须在22:00前离开。超过会客时间，公寓管理人员有权通知来客离开。公寓管理员对拒不履行会客手续、擅自闯入的来访者，可拒绝其进入；对强行进入者，报告学校保部，由保卫部按规定处理。
12. International students shall consciously abide bythe rest and reception system of the apartment, and those who go outshall return to the apartment before 23:00. For special reasons, theyshall contact the apartment manager in advance. Visiting hours are:9:00-22:00. Visitors are required to show their valid certificates,register, fill in the visitor's form, leave their certificates and betaken in by the host, and retrieve their certificates upon departure.No one can enter without a certificate. When receiving visitors, theyshall not make loud noises, which may affect the study and life ofthe people around. Guests must leave before 22:00. The apartmentadministrators have the right to inform the guest to leave after themeeting time. Apartment administrators may refuse visitors who refuseto go through the reception procedures and enter withoutauthorization. Those who enter by force will be reported to thesecurity department of the university, which will handle themaccording to regulations.
13．国际学生退宿时，须由公寓管理员检查房间内的设施以及物品。若发现房内设施、物品有人为污染、损坏或者遗失，管理部门视情节按件从押金或奖学金中按标准扣除，作为赔偿费。
13. When international students check out, the apartmentadministrators must check the facilities and articles in the room. Ifit is found that the facilities and articles in the room arepolluted, damaged or lost, the management department will deductmoney from the deposit or scholarship as compensation according tothe circumstances.
14．国际学生中途退学或学习期满的国际学生，应在10天内办理退房手续。逾期居留者，学校将报公安机关按有关法律规定处理。
14. International students who drop out of school orcomplete their studies should check out within 10 days. Overstayerswill be reported to the public security organs for handling inaccordance with relevant laws and regulations.
15．学校工作人员及公寓管理人员因工作需要进入房间时，国际学生应予以配合。
15. International students should cooperate with workingpersonnel of the university and apartment administrators when theyneed to enter the room due to work.
16．国际学生违反上述规定的，学校将视情节轻重给予纪律处分。
16. International students who violate the aboveprovisions will be subject to disciplinary action by the universitydepending on the seriousness of the case.
第二条 校外住宿管理规定
Article 2. Management Regulations OnOff-campus Accommodation
1．已在国际教育学院报到注册的国际学生，如需到校外住宿，一切费用自理，按如下程序办理：
1. For international students who have registered at theInternational Education School and who need off-campus accommodation,all expenses shall be borne by themselves. The following proceduresshall be followed:
1）须本人到国际教育学院提交书面申请并填写《校外住宿登记表》。
1) They must submit a written application to theInternational Education School and fill in the Registration Form forOff-campus Accommodation.
2）与房东签订《租房合同》；向国际教育学院提交房屋户主身份证复印件、户主联系方式及房屋租赁合同复印件等；
2) Signing the Lease Contract with the landlord; submita copy of the ID card of the householder, the householder's contactinformation and a copy of the house lease contract to theInternational Education School.
3）到租房所在地的派出所办理《临时住宿登记表》；
3) Handling the Temporary Accommodation RegistrationForm at the police station where the rental house is located;
4）凭当地派出所开具的《临时住宿登记表》到国际教育学院填写有关材料；
4) Filling in relevant materials with the TemporaryAccommodation Registration Form issued by the local police station atthe International Education School;
5）凭上述材料到武汉市公安局出入境管理处办理居留许可地址变更。
5) With the above materials, changing the residencepermit address at the Exit and Entry Administration Department ofWuhan Public Security Bureau.
2．在校外住宿的国际学生，应注意：
2. International students who are accommodated outsidethe campus should pay attention to:
1）遵守中国法律法规，对自己的人身和财产安全负责；
1) Abide by Chinese laws and regulations and beresponsible for their personal and property safety;
2）防火防盗防骗防溺水，安全使用电器，遵守交通规章，合法使用各种交通工具；
2) Fire prevention, theft prevention, fraud prevention,drowning prevention, safe use of electrical appliances, compliancewith traffic regulations, and legal use of various means oftransportation;
3）保持与学校的联系，如更改住址，应及时通知国际教育学院并提交新的《临时住宿登记表》。
3) Keep in touch with the university and notify theInternational Education Scholl in a timely manner of any change ofaddress and submit a new Registration Form for Temporary Residence.
